Changes to the City of Winnipeg Garbage and Recycling Program - Impact of new garbage and recycling program on rental properties

Information for Landlords

Tenants who pay their own water bills will have the recycling and garbage services charge added to their bills.  Up until October 1, 2012, recycling and garbage services have been provided to residents at no extra charge. The costs have been partially funded by property taxes (general revenue). 

Tenants will have to pay for a service that used to be included in their rent.  Making tenants pay for a service that is part of their rent is considered to be a withdrawal of a service.

This means that if your tenants are responsible to pay their own water bills, you must reduce the rent by the amount of the recycling and garbage charge. You will need to apply to the Residential Tenancies Branch for a withdrawal of service (link to Form 9 of Residential Rent Regulation) and give your tenants notice of the withdrawal (link to Form 8 of Residential Rent Regulation ).
