MANITOBA HOUSING REPAIR PROGRAMS

Manitoba Housing provides a wide array of affordable housing development and repair options for homeowners, landlords, housing developers, housing co-operatives and shelters for individuals who are living on low-to-moderate income.

Repair Programs:

Rooming House Assistance Program - The Rooming House Assistance Program (RHAP) provides financial assistance to private owners of rooming houses in Manitoba to repair or rehabilitate their property.

Manitoba Emergency Repair Program for Homeowners (PDF):  Homeowners with low incomes may be eligible for financial assistance for emergency repairs to their home.

Rental Housing Improvement ProgramOwners/Landlords of rental properties or rooming houses may be eligible for financial assistance to repair or restore their property to a minimum level of health and safety.

Homeowner Renovation Assistance Program (PDF): Homeowners with low incomes may be eligible for financial assistance to repair or restore their home to a minimum level of health and safety.

The Residential Adaptations for Disabilities Program (PDF):  Homeowners with low-incomes and landlords who have tenants with low incomes may be eligible for financial assistance for making adaptations to homes and units.  The adaptations will help increase the mobility, safety and independence for a person in the home that finds it difficult to do everyday tasks.

These repair programs are provided with financial support from the Government of Canada

Shelters:

Shelter Enhancement Program (SEP) provides financial assistance to assist in the repair, rehabilitation and improvement of existing shelters, and to assist in the acquisition or construction of new shelters for victims of family violence.

Program Income Limits

Provincial/Federal Partnership

On July 29, 2014, the Governments of Canada and Manitoba announced a five year extension for the Agreement for Investment in Affordable Housing (IAH). The joint investment will provide an additional $103.5 million over the years 2014/15 – 2018/19. The IAH extension builds on Provincial/Federal investments of $62 million made under IAH through the years 2011/12 to 2013/14.   

The Agreement provides Manitoba with the flexibility to make investments to achieve the overall outcomes of the Affordable Housing Framework between federal, provincial and territorial governments to reduce the number of Canadians in housing need by improving access to affordable housing that is sound, suitable and sustainable for Canadians in need.  Initiatives under the Framework can include new construction, renovation, homeownership assistance, rent supplements, shelter allowances, and accommodations for victims of family violence.
