Worker Recruitment and Protection Act

Manitoba’s first-of-its-kind Worker Recruitment and Protection Act and its regulations will come into full effect April 1, 2009 to help protect children from dishonest talent and modelling agencies and improve protection for foreign workers wanting to live and work in the province

Worker Recruitment and Protection Act Employer Registration Application
The Worker Recruitment and Protection Act requires all employers wanting to recruit foreign workers to first register with Employment Standards. Employers can electronically submit an application form. For more information, please read our Employer Registration Information page.

Temporary Foreign Worker Reporting Form
The Worker Recruitment and Protection Act requires all employers who employ foreign workers to provide specific information to the Director of Employment Standards. For more information please refer to our Employer Registration Information page.

Employment Agency Business License Form 1
The Worker Recruitment and Protection Act requires a licence issued by Employment Standards for businesses engaged in finding workers for employment in Manitoba and finding employment in Manitoba for workers.

Employment Agency Business Licence RENEWAL Form
If there have been NO CHANGES to any of the information on your last approved Employment Agency Business licence application, use this form to renew your licence under The Worker Recruitment and Protection Act.

Foreign Worker Recruitment License Form 2
The Worker Recruitment and Protection Act requires a licence issued by Employment Standards for businesses engaged in finding one or more foreign workers for employment in Manitoba and finding employment in Manitoba for one or more foreign workers.

Foreign Worker Recruitment Licence RENEWAL Form
If there have been NO CHANGES to any of the information on your last approved licence application to engage foreign worker recruitment, use this form to renew your licence under The Worker Recruitment and Protection Act. If there have been any changes to the previous information, please contact Employment Standards for information on how to renew.

Child Talent Agency License Form 3
The Worker Recruitment and Protection Act requires a licence issued by Employment Standards for businesses engaged in promoting a child under the age of 17.

Child Talent Agency Licence RENEWAL Form
If there have been NO CHANGES to any of the information on your last approved Child Talent Agency Business licence application, use this form to renew your licence under The Worker Recruitment and Protection Act. If there have been any changes to the previous information, please use Child Talent Agency License Form 3.

Child Performer Recruitment License Form 4
The Worker Recruitment and Protection Act requires a licence issued by Employment Standards for businesses engaged in the activities of auditioning, scouting or recruiting a child under the age of 17 for the purpose of referring the child to a child talent agency.

Child Performer Permit Form 5
All children promoted by a talent or modeling agency must have Child Performer Permit from Employment Standards. This is a requirement of the new Worker Recruitment and Protection Act, which improves protections for children in the talent and modeling industry.
