Individuals: Becoming a Safety Officer

To become a Safety Officer, you must first be hired by a First Nation, Municipality, or Institution with an active Operating Agreement with the Province of Manitoba. Once hired, your employer will refer you for training registration.

Please note: Manitoba Justice does not currently hire Safety Officers directly. For job opportunities or inquiries, please contact eligible First Nations, municipalities, or institutions directly, or visit their respective job boards.

Training Requirements

Eligibility Criteria

  • Employment Status
    Must be employed by a community, First Nation, or institution with an active Operating Agreement.
  • Educational Qualification
    Grade 12 diploma or GED (certificate or transcript required).
  • Driver’s License
    Valid Manitoba Class 4 driver’s license.
  • Age Requirement
    Minimum age: 18 years.
  • Character
    Must be of sound mind and good character, with no criminal involvement in the past 3 years (e.g., theft or illegal drug activity).
  • Legal and Registry Checks
    • Police Criminal Record Check (PCRC) – completed within the last 30 days
    • Police Vulnerable Sector Check (PVSC) – completed within the last 30 days
    • Adult Abuse Registry (AAR) – completed within the last 3 months
    • Child Abuse Registry (CAR) – completed within the last 3 months
    • No outstanding criminal charges or active investigations

Note: PCRC and PVSC must be obtained through a Police Service. AAR and CAR checks may take 4 to 6 weeks to process.

Administrative Requirements

  • The Safety Officer team within Manitoba Justice sends notifications to all community coordinators for each training class, including class details, deadlines and a registration form link
  • All applications must be submitted through the provided link.
  • Hired candidates/Program Coordinators must submit completed applications and required document by the training registration deadline for each class session.

Safety Officer Training Requirements

Level I
For candidates hired by a First Nation or Community:

  • Valid Class 4 Driver’s License
  • Proof of Employment Status (full-time or part-time)
  • High School Diploma or GED
  • Criminal Record Check (must include Vulnerable Sector Search)
  • Adult and Child Abuse Registry Checks (completed within the past 3 months)

Level II

  • Level I Training Certificate (proof of successful completion)
  • Safety Officer Photo ID Card (current and valid)
  • Post-Level I Experience – minimum 2 years working in the program
  • Updated Criminal Record and Abuse Registry Checks

Level III

  • Completion of at least Level I Training.
  • Valid employment as a Safety Officer Program Coordinator within a community
