Plant Classification


The Power Engineers Regulation classifies plants based on the combined output of pressure equipment. The following are Manitoba's classes of plants:

  • First Class
  • Second Class
  • Third Class
  • Fourth Class
  • Fifth Class
  • Special Boiler Class
  • Refrigeration Class
  • Steam Traction Engine Class

Note on Ice Facility Plants:
An ice facility plant is not listed as a separate plant type because it is defined as a subset of Refrigeration Class Plants. Specifically, under the Power Engineers Regulation, an ice facility plant is defined as a Refrigeration Class Plant used to make and maintain an artificial ice surface for recreational purposes. This means that while the plant falls under the Refrigeration Class, additional criteria and supervisory requirements (including the option for an Ice Facility Operator Class Certificate) apply. Changes in Plant Classification:
Changes such as replacement, removal, decommissioning, upgrades to existing equipment, or installation of new equipment may trigger a plant’s reclassification.

Exclusions:

The Power Engineers regulation provides information for plant classification exclusions in the non-application section. Specifically, hot water heating boilers, steam, refrigeration, and air pressure plants that meet the requirements of this section do not require supervision as outlined in the regulation.

Owners who wish to apply for an exclusion must email a request in writing to the Director of ITS. The written request shall indicate how the plant meets the exclusion, detail the plant equipment and configuration.
