Community Service Delivery Division

The Community Service Delivery Division is responsible for the delivery of most of the Department’s programs offered to the public.  The Division develops and provides funding for programs, services and policies that support adults with an intellectual disability.

The Division manages community based offices in rural and northern regions of the province and, in partnership with the Winnipeg Regional Health Authority, ACCESS centres and health and social development centres in Winnipeg.  Through these offices, the public can receive services including: Children’s disABILITY Services, Community Living disABILITY Services, Residential Care Licensing, Family Conciliation Services, Employment and Income Assistance (EIA), Employability Assistance for People with Disabilities and Child and Family Services.

The Division delivers the province's income assistance programs and related employment-focused supports, including the Manitoba Child Benefit, 55 PLUS, Rent Assist for eligible Manitobans with low-incomes, the Tenant Specific Rent Supplement Program, School Tax Assistance for Tenants 55 Plus, the Rent Assist Transition Bonus, the Portable Housing Benefit and Child Care subsidy.

The Division also provides the financial management and policy and program support for Community Living disABILITY Services and operates the Manitoba Developmental Centre.
