About the Apprenticeship and Certification Board

The Apprenticeship and Certification Board, its standing committees and provincial advisory committees are governed by The Apprenticeship and Certification Act, which outlines the composition and roles and responsibilities for each.

The Board provides a governance and leadership role within its advisory mandate to coordinate a relevant, accessible and responsive apprenticeship and certification system in Manitoba. The Board’s governance role involves responsibility for the development of an annual strategic plan based on consultations with stakeholders to identify and provide leadership on issues that have an impact on the apprenticeship system as a whole. The Board also produces an annual report that accounts for and communicates the activities performed by the Board that relate to the goals and objectives pledged by the strategic plan.

The Board consists of a Chairperson, Secretary and thirteen (13) members who are appointed by the Minister. Five members represent employers, five represent employees, two represent the public interest and one represents apprentices. The Secretary of the Board is also the Executive Director of Apprenticeship Manitoba.

The Board is responsible for:

  • Promoting apprenticeship and certification
  • Supporting employer and employee participation in apprenticeship and certification
  • Advising the minister about training needs and Manitoba's labour market needs for skilled tradespersons
  • Participating in interprovincial apprenticeship initiatives

 

Current members of the Board include:

HARVEY MILLER
Chair

Harvey Miller was the former Director of Apprenticeship Manitoba and has served as the President of Merit Contractors Association. He has an extensive career of working in community services in North Winnipeg. Harvey holds a Master’s degree in Psychology from the University of Victoria.

DAVID MCCUTCHEON
Secretary

David McCutcheon has been engaged in the trades for nearly 40 years. David is a Refrigeration and Air Conditioning Journeyperson, has a Class “A” Gasfitters Licence, a fourth class Power Engineering Certificate, and a Limited Electricians License. He is a previous instructor at Red River College and became the Executive Director of Apprenticeship Manitoba in 2019.

LAURA (LORI) GARET
Public Interest Rep./ Vice Chair

Lori Garet is an Engineer but has spent most of her career in the construction field. Her admiration for the trades stems from years of working with multiple trades when she owned her own company. Currently Lori has moved into a government role where she still works with the trades everyday to ensure safe and efficient standards are met.

DARRYL HARRISON
Employer Representative

Darryl Harrison is the Director of Stakeholder Engagement and Advocacy at Winnipeg Construction Association and the Owner and General Manager at Melaine Services Inc. Darryl holds a MSc. in Agricultural Economics from the University of Manitoba and is certified in hydronic heating design from the Northern Alberta Institute of Technology.

RICHARD KORVING
Employer Representative

Richard Korving is a partner at Randall Plumbing and Heating LTD. He has been involved at Randall P&H for 20 years. Working in the Trades since 1988, Apprenticeship was the seed that grew and transformed into a rewarding career.

DONALD MACKENZIE
Employer Representative

Don Mackenzie was a General Manager with Subterranean Construction after he had a rewarding career working with the Department of Highways with the province of Manitoba. Don was the former president and CEO of the Pan American Games Society in 1999 and former Chairman of Sports Manitoba.

CAROL PAUL
Employer Representative

Carol Paul is the Executive Director at the Manitoba Construction Sector Council (MCSC). She holds a Bachelor Degree and a Master of Adult Education/Administration Foundation from the University of Manitoba; Carol is a Certified Essential Skills Profiler through Bow Valley College.

SHAWN HENRY
Employee Representative

Shawn Henry is a Red Seal journeyperson Plumber and Gasfitter. He started his apprenticeship in 1998 and received his Red Seal in 2005. Shawn has been a tradesperson, foreman, project manager and as of 2017, he was promoted to General Manager at his place of employment.

ADAM MORIN
Employee Representative

Adam Morin is a Business Representative with Operating Engineers of Manitoba Local 987. Adam holds a labour relations and workplace studies degree from the University of Manitoba. He also has Red Seal certificates in both Branch 1 Mobile Crane and Hoisting Equipment Operator and Branch 3 Tower Crane Operator.

DAVIDE NOVO
Employee Representative

Davide is a licensed Automotive Technician with 20 years of experience in the automotive industry and currently the Fixed Operations Manager for Twin Motors Auto Group. He is also the Chair of a local charity The Pas Families Building a Better Community and board member of The Pas Community Development Corporation.

ASHLEY WEBER
Employee Representative

Ashley Weber is a Red Seal Motor Vehicle Body Repairer and Painter employed at Gateway Autobody. She can tackle any project involving a motor vehicle. Ashley is passionate about educating people about the trades and apprenticeship; as well as encouraging them to pursue a hands on career they will love.

KEVIN POIRIER
Training Provider Representative

Kevin Poirier is the Dean, School of Trades for Assiniboine Community College. Kevin has a Degree in Adult Education from the University of the Fraser Valley. Kevin has more than twenty years experience within the trades with a Red Seal in Plumbing, licensed gasfitter, and fourth-class power engineer certification.
