The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Charles (Charlie) Henry DESJARLAIS, 62 years of age, a convicted offender considered high risk to re-offend in a sexually violent manner against female adults and female children.
On May 15, 2025, DESJARLAIS was released from Stony Mountain Institution on statutory release after serving a portion of his sentence for his conviction of Sexual Assault with a weapon. On March 8, 2019, DESJARLAIS was convicted of Sexual Assault with a Weapon and was designated a long-term offender. He received a ten-year sentence followed by a long-term supervision order until November 14, 2039.
DESJARLAIS is expected to reside in Winnipeg, Manitoba.
Charles (Charlie) Henry DESJARLAIS was born March 10, 1963, and is 5 feet 8 inches tall (173 cm), weighs 161 lbs. (73 kg), has black hair, brown eyes, and is Metis and Tattoos/Marks: Right upper arm – Cross, Left upper arm – Conan, heart, & skeleton, Left lower arm – Dagger, Left forearm – Pegasus, reaper, Right forearm – Reaper, Right thigh – Cougar head, Left calf – Ribbon ‘Donna’, Upper torso (front) – Wolf & demons. Distinguishing markings: Right wrist – 4 scars, Forehead – 1 scar, Deformed nose – narrow and hooked
DESJARLAIS has a history of violent offending. Although he has completed some sexual offender treatment in the past, he remains high risk to re-offend in a sexually violent manner. Female adults and female children are at risk.

Background information:
Charles (Charlie) Henry DESJARLAIS is a 62-year-old male with a lengthy criminal record including convictions for Sexual Assault (2 counts), Sexual Assault with a Weapon, Armed Robbery, Rape, Sexual Interference and Uttering Threats.
In July 1982, DESJARLAIS was convicted of Rape, Armed Robbery and Theft over $200. He received a total sentence of 16 years.
In April 2002, he was convicted of Sexual Interference and Uttering Threats and sentenced to 4 years and 6 months. In February 2003, DESJARLAIS was convicted of Sexual Assault and received an additional 7-year sentence to be served consecutively to the April 2002 sentence.
In May 2016, DESJARLAIS was convicted of Sexual Assault and sentenced to 3 years and 6 months.
On March 8, 2019, DESJARLAIS was convicted of Sexual Assault with a Weapon, was designated a long-term offender, and received a 10-year sentence. He is also subject to a long-term supervision order until November 14, 2039. On May 16, 2025, DESJARLAIS was released from custody on statutory release after serving a portion of his sentence for Sexual Assault with a Weapon.
Upon release, DESJARLAIS will be subject to the following conditions:
- Not to consume, purchase or possess alcohol.
- Not to consume, purchase or possess drugs other than prescribed medication taken as prescribed.
- Not to be in the presence of any female children under the age of 16 unless accompanied by a responsible adult that has been previously approved in writing by his parole supervisor.
- Not to be in, near or around places where children under the age of 16 years are likely to congregate such as day cares, elementary and secondary schools, parks, and playgrounds, swimming pools and recreational centres unless accompanied by a responsible adult previously approved in writing by his parole supervisor.
- Follow a treatment plan/program to be arranged by his parole supervisor in the areas of mental health, sexual deviancy and substance abuse, which may include psychological counselling.
- Reside as directed by the Correctional Service of Canada.
- Take medication as directed by a health care practitioner.
- Not to communicate or associate with a person he knows or has reason to believe is involved in criminal activity or substance abuse.
- Not to have any direct or indirect contact with the victims.
- Immediately report all relationships and friendships with females and any changes to the status of the relationships and friendships to his parole supervisor.
DESJARLAIS will also be subject to a lifetime weapons prohibition preventing possession of any firearm, crossbow, prohibited weapon, restricted weapon, prohibited device, ammunition, explosive substances, or all such things.
DESJARLAIS is considered high risk to re-offend in a sexually violent manner against female adults and female children.
DESJARLAIS is expected to take up residence in Winnipeg, Manitoba.
