The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Michael Curtis THOMAS, 31 years of age, a convicted offender considered high risk to re-offend in a sexually violent manner against adult females.

On May 13, 2025, THOMAS was released from Stony Mountain Institution in Manitoba on statutory release after serving a portion of his sentence for a conviction for aggravated sexual assault. On December 23, 2021, THOMAS was convicted of aggravated sexual assault and received a 61 month sentence (in addition to 696 days pre-sentence custody credit).

THOMAS is expected to reside in Winnipeg, Manitoba.

Michael Curtis THOMAS was born June 22, 1993, and is 66 inches tall (168 cm), weighs 165.4 lbs. (75 kg), has black hair, brown eyes, and is Indigenous and Tattoos/Marks: Left hand- cross 27, Right upper arm - $, Left calf – 666, Right forearm – 2 guns and 5 stars SBG, Abdomen – Bruce, Left upper arm – BG, Left forearm – DBD star, Face – Parris Charnelle Cross 27, Upper back – North Side, Chest – Starr $.

THOMAS has a history of violent offending. Although he has completed some sexual offender treatment in the past, he remains a high risk to re-offend in a sexually violent manner against all adult females.

Background information:

Michael Curtis THOMAS is a 31-year-old male with a lengthy criminal record including convictions for aggravated sexual assault, assault with a weapon, possess weapon (2 counts), numerous breaches of probation (11 counts), fail to comply with recognizance (2 counts), fail to comply with undertaking, attempt to obstruct justice, break enter and theft and possess goods obtained by crime.

THOMAS is being released on statutory release in relation to his December 23, 2021, conviction for aggravated sexual assault which occurred on September 6, 2020. He attacked an adult female, sexually assaulted her, caught her as she was running away, dragged her, choked her unconscious and sexually assaulted her again. The incident was interrupted by a homeowner who witnessed the incident. THOMAS received a sentence of 5 years and 1 month, in addition to the pre-sentence custody of 696 days.

On April 9, 2019, THOMAS had a verbal argument with an acquaintance and stabbed that victim 8 times in the back with a kitchen knife that he concealed in his possession, then turned his aggression to the victim’s girlfriend and stabbed her three times. On January 9, 2020, THOMAS was convicted of assault with a weapon and received a sentence of 1 day (in addition to pre-sentence custody of 9 months) and 18 months probation.

THOMAS’ March 2014 conviction for possess goods obtained by crime involved THOMAS brandishing a machete while he was subject to a court order prohibiting THOMAS from possession, owning, or carrying a weapon. Similarly, THOMAS’ 2017 conviction for possess weapon dangerous to the public peace, involved THOMAS carrying a large kitchen knife with a ten-inch blade.

Upon release, THOMAS will be subject to the following conditions until January 22, 2027:

  • Not to consume, purchase or possess alcohol.
  • Not to consume, purchase or possess drugs other than prescribed medication taken as prescribed.
  • Follow a treatment plan/program to be arranged by his parole supervisor in the areas of emotions, sexual deviancy and substance abuse.
  • Reside as directed by the Correctional Service of Canada.
  • Not to communicate or associate with a person he knows or has reason to believe is involved in criminal activity or substance abuse.
  • Not to have any direct or indirect contact with the victims.
  • Immediately report all relationships and friendships with females and any changes to the status of the relationships and friendships to his parole supervisor.

THOMAS is also subject to a lifetime weapons prohibition.

THOMAS is considered high risk to re-offend in a sexually violent manner against adult females.

THOMAS is expected to take up residence in Winnipeg, Manitoba.
