Section 111 - Administration

Introduction

Employability Assistance for People with Disabilities is administered by Manitoba Economic Development, Investment, Trade, and Natural Resources. Manitoba Economic Development, Investment, Trade, and Natural Resources staff provide services to participants with a psychiatric, learning, or intellectual disability. Staff report to the Provincial Program Manager in Winnipeg.

 

On behalf of the Government of Manitoba, Designated Agency staff provides services to participants with a physical, hearing, or vision disability, as well as those with spinal cord injuries and people with drug and/or alcohol addictions. Designated Agency staff are responsible to supervisors in their agencies and, ultimately, to their Executive Directors who are, in turn, responsible to their Boards of Directors.

 

Economic Development, Investment, Trade, and Natural Resources maintains overall program policy direction and a consultative relationship with the designated agencies and service providers.

 

Provincial Responsibilities

Manitoba Economic Development, Investment, Trade, and Natural Resources has the mandate to create and deliver Vocational Programs which are consistent with the province's priorities, policies and budgeted resources. In signing the Workforce Development Agreement with Canada, Manitoba agrees to accept a role with certain general responsibilities.

 

The Workforce Development Agreement describes the provincial role and corresponding responsibilities, and the requirements for reporting back to the federal government.

 

Responsibilities of Vocational Counsellors

The Vocational Counsellor ensures the maintenance of records, case files and selected data, according to provincial standards, and has the responsibility for accessing appropriate services on behalf of program participants. If such services involve costs to Employability Assistance for People with Disabilities, a funding request must be made.
