Sector Committees
The role of a sector committee is to:
- liaise with members of the sector to understand ongoing issues
- assess the potential impacts of board considerations
- select individuals for industry working groups
- receive recommendations from industry working groups related to program standards updates and other matters that are relevant to their work
- provide any additional support identified by the board
Sector committees contain employer and employee representatives. They consist of five to 11 members, including an even number of voting members and one neutral chair.
The Apprenticeship and Certification Board has established five sectors based on trades found in common industries. The following are the five sectors that have been established by the board:

1. What is a Sector Committee?
A Sector Committee is a committee appointed by the Board to represent the needs of a given sector. These groups meet semi-annually to discuss issues pertaining to their sector, serve as a liaison between the Board and representatives of employers, employees, and other participants in the apprenticeship system, and to advise the Apprenticeship and Certification Board (Board) on program standards, curriculum, exams, and related content.

2. Who can be a member of a Sector Committee?
Each Sector Committee includes 5–11 members, with at least one employer and one employee representative.
Members must be:
- Subject matter experts in their trade or occupation.
- Represent the interests of employers or employees in a group of related trades or occupations.
- Actively engaged in the industry they represent.
- Nominated by their employer group, employee group, association, union, or relevant organization.
When possible and applicable, the selection of members will consider a broad-based approach.
- Members may be employers, employees or representatives from industry organizations and associations.
- The majority of members of a Sector Committee are to be certified journeypersons in the trade or occupation, where possible.
- Sector Committees should have diverse representation, including varying geographic locations in Manitoba and the size/type of businesses and organizations. Diverse representation includes varying geographic locations in Manitoba and size/type of businesses, organizations, and associations.

3. Are there restrictions to Sector Committee membership?
There are restrictions on Sector Committee membership as outlined in the Board By-Laws:
- Individuals involved in delivering or coordinating apprenticeship technical training or accredited pre-employment programs are not eligible.
- Most apprentices are not eligible. However, apprentices in their final Level who have completed their technical training and examinations for all Levels may provide employee representation. These individuals require approval from the Board.
- Those currently serving on an Industry Working Group or the Apprenticeship and Certification Board cannot participate in a Sector Committee during their term. However, they may apply once their term concludes.

4. What is the purpose of a Sector Committee?
Sector Committees exist to:
- Provide advice and recommendations to the Apprenticeship and Certification Board when required about the program standards, training and certification requirements, curriculum, exams, and regulations or by-laws to ensure the standards reflect current industry practices and needs.
- Serve as a liaison between the Board and representatives of employers, employees, persons who provide training (including technical training), and other participants in the apprenticeship system.
- Foster industry stakeholder engagement.
- Recruit and appoint Industry Working Group members.
- Perform functions the Board assigns.
Their work ensures that apprenticeship programs remain relevant, modern, and aligned with real-world industry needs.

5. What are the expectations of Sector Committee members?
Members are expected to:
- Actively participate in meetings and discussions.
- Share their expertise based on current industry/sector practices.
- Consult with their industry peers when needed; and
- Contribute to the development and modernization of apprenticeship training standards.

6. How long does a Sector Committee member serve?
A Sector Committee member may be appointed for a term of up to three years and may serve no more than two consecutive terms, for a maximum total of six years. A member continues to hold office until they are re-appointed, the appointment is revoked, or a successor is appointed.

7. Who do Sector Committees report to?
Sector Committees report to the Apprenticeship and Certification Board.

8. Where are the Sector Committee meetings hosted?
Apprenticeship Manitoba hosts Sector Committee meetings in Winnipeg, Manitoba at minimum two times per year. Virtual participation may be accommodated.

9. Will I get paid for my participation in a Sector Committee?
Yes, members of Sector Committees receive nominal monetary compensation for their participation.

10. How do I apply to join a Sector Committee?
- 1. Complete and submit the Sector Committee Application Form.
- 2. Ensure you are either:
- a. Nominated by an association or organization you represent (e.g., employer association, union, trade organization); OR
- b. Include an “Endorsement of Candidate” with the signatures of five industry stakeholders who endorse your appointment.
- 3. Include relevant information about your professional experience and your role within the industry/sector.

Currently the Construction, Mechanical/Electrical, and Transportation sector committees have full membership. Sector committee applications submitted for representation in those sectors will be held until a vacancy occurs.
