Accessibility Plan
Mandate
- Implement an Accessibility Plan to promote accessibility in Environment and Climate Change with the goal of removing barriers for persons with disabilities and improving services for all Manitobans.
- Promote accessibility initiatives among management and staff within Environment and Climate Change and act as a resource in response to accessibility requests.
- Share available resources among each of the programs, including meeting spaces, technological resources, and information to improve accessibility.
- Diversity, Inclusion, Accessibility Steering Committee (DIASC) to meet at least semi-annually to review progress toward the goals of the Manitoba Government Accessibility Plan (MGAP).
- Track progress on challenges and report semi-annually to senior management, including number of accessibility requests advanced to DIASC.
Statement
Environment and Climate Change (ECC) is committed to creating an inclusive approach to providing services for people of all abilities. We will seek to identify, remove and prevent barriers to accessibility. We will treat all people in ways that promote their self-worth, self-respect, dignity and independence.
Policies
Environment and Climate Change will:
- review all new and existing programs, services and initiatives to reduce potential and actual barriers and improve accessibility,
- make information available in accessible formats and provide communication supports to people in a way that considers their disability,
- provide training to staff for responding to requests for accessible services.

Physical Environment
Accessibility Features in our 118 – 1181 Portage Avenue, Winnipeg Offices:
- Parking Lot Access: the main parking lot access is off Erin Street, visitor parking is along the west side of the building
- Accessible Parking and Drop-Off: on the west side of the building there is one designated handicapped visitor parking space and eight designated visitor (2-hour) parking spaces available, and street parking is available on Portage Avenue from 09:00 to 15:30 (9:00 a.m. to 3:30 p.m.).
- Building Entrance: level ground with automatic door button at 1m (3ft) outside, and ground and 1m (3ft) level inside.
- Office Location: Room 118 is located on the main floor, across from the elevators.
- Office Space: door to the customer lobby is open during business hours, doorway can be opened further if needed.
- Customer Counter: a lowered counter is available. Information on customer monitor can be enlarged as needed.
- Seating and Waiting Areas: Comfortable seating and waiting areas are provided for all visitors.
- Accessible Communication Technology: Communication technologies are designed to be accessible to individuals with various communication needs.
- Elevators and Lifts: Elevators are provided to ensure accessibility between floors.
Accessibility Features in our 14 Fultz Blvd, Winnipeg Offices:
- Parking Lot Access: the main parking lot access is off Fultz Blvd; visitor parking is along the fence at the front of the building
- Accessible Parking and Drop-Off: in the front of the building there are two designated handicapped visitor parking spaces and 12 designated visitor parking spaces available.
- Building Entrance: small ramp up to the main doors with automatic door button (small red) at 1m (3ft) outside located to the north or right side of the door and inside.
Then there is a second doorway and door which is usually held open. It opens into the stairwell, continue past (there is a round handicap button on the south side or left of the door at 1m (3ft)). Lastly, there is a long vertical rectangle button on the south, left side of the final door to get into the lobby. - Customer Counter: a lowered counter is available in the middle of the counter space. Information on customer monitor can be enlarged as needed.
- Office Location: Canada Map Sales is located on the main floor.
- Office Space: door to the customer lobby is open during business hours, doors to customer service counter all have automatic door button / bars.
- Seating and Waiting Areas: there is a seat available in the waiting area.
- Accessible Communication Technology: Communication technologies are designed to be accessible to individuals with various communication needs.
