Pesticide and Manure Licensing Program

Licences are issued to pesticide dealers and applicators and to manure applicators through the Pesticides and Manure Licensing Program, as required by Regulation under The Pesticides and Fertilizers Control Act.

The purpose of the Act is to ensure the safe and proper application of pesticides and manures through education and technical support to dealers and applicators. Certification and licence requirements are outlined in the Pesticides and Fertilizers Licence Regulation and the Manure Regulation.

 

How to apply for Pesticide Applicator Licence

Step 1 Certification - Applicants must demonstrate, through successful completion of pesticide exams, that they are qualified to apply pesticides. A passing grade on the following exams is required prior to applying for an applicator license.

  • Pesticide Core exam**
  • Exam in appropriate category ** based on the licence required
  • Integrated Pest Management Landscape/ Golf Course (only applicable to Landscape/ Golf Category)

**  Licences will not be issued until all required exams are completed successfully.

Self-study materials, tutorials and exams are offered by Assiniboine Community College (ACC).

Step 2 Insurance - Individuals applying for a Pesticide Applicator Licence are required to have general liability insurance (excluding chemical misuse and spray drift damage insurance) of at least $250,000. Pesticide applicators must also have chemical misuse and spray drift insurance of at least $25,000. Individual or company policies are acceptable.

 

Step 3 Applicator Licence Application - Pesticide Applicator Licences are issued by Manitoba Agriculture.

A complete applicator licence application package will include-

  1. A completed and signed Applicator Licence Application Form
  2. Copy of Final Grade Report issued by Assiniboine Community College
  3. Copy of insurance policy clearly identifying required coverage
  4. $100 cheque payable to "Minister of Finance"

Remotely Piloted Aircraft Systems (RPAS) or unmanned aerial vehicles (hereafter referred to as drones) represent a new method of pesticide application in Manitoba. Applicators wishing to utilize this new method of application must apply for a pesticide applicators licence with Manitoba Agriculture.

Under the Federal Pest Control Products Act pesticides are registered and their allowed application methods are indicated on the label. Pesticide labels are legal documents and must be followed.

Products registered for application by drone will have "Remotely Piloted Aircraft Systems" and/or "RPAS" on the label. If these terms do not appear on a pesticide label, a drone cannot be used to apply the pesticide.

Drones are considered aircraft by Transport Canada. Operators are responsible for meeting all applicable licensing and regulatory requirements federally and provincially.

 

How to apply for Pesticide Dealer Licence

Step 1 Certification - Effective December 1, 2020 the certification requirements for obtaining a Manitoba Pesticide Dealer Licence changed. Applicants applying for a Manitoba Pesticide Dealer Licence or due for recertification must complete the Pesticide Dealer exam offered through Assiniboine Community College.

Applicants writing the Dealer exam are not required to complete the Pesticide Core exam. Self-study materials, and exams are offered by Assiniboine Community College (ACC). Dealerships carrying capsaisin containing animal sprays (e.g. bear or dog spray) are required to review
 "Capsaicin Containing Animal Sprays - Information Book - 2023"  

 

Step 2 Dealer Licence Application - Pesticide Dealer Licenses are issued by Manitoba Agriculture.

A complete dealer licence application package will include-

  1. A completed and signed Dealer Licence Application Form
  2. Copy of Final Grade Report issued by Assiniboine Community College
  3. $100 cheque payable to "Minister of Finance"

 

How to apply for Manure Applicator Licence

Step 1 Certification - Applicants must demonstrate through successful completion of Commercial Manure Application certification course, that they are qualified to apply manure.

** The Commercial Manure Application Certification Course is offered by Assiniboine Community College (ACC). Step 2 Insurance - Individuals applying for a Manure Applicator Licence are required to have general liability and property damage insurance of at least $500,000.

 

Step 3 Manure Applicator Licence Application - Manure Applicator LIcences are issued by Manitoba Agriculture.

A complete manure applicator licence package will include-

  1. A completed and signed Manure Applicator Licence Application Form
  2. Copy of Final Grade Report issued by Assiniboine Community College
  3. Copy of insurance policy clearly identifying required coverage
  4. $100 cheque payable to "Minister of Finance"

 

Note: Incomplete licence applications will not be processed
