Applications for the Manitoba Security Enhancement Fund are open
The Manitoba Security Enhancement Fund is designed to enhance the security of religious institutions across Manitoba. These include:
- Places of worship.
- Cultural or ethno-cultural organizations.
The Manitoba Security Enhancement Fund focuses on organizations facing elevated public safety risks, including threats related to hate motivated incidents, vandalism or other security concerns. Organizations will be eligible for funding to offset the cost of security enhancements, including security equipment and hardware, minor renovations to enhance security, training and security/emergency assessments and plans.
A dedicated Security Enhancement Advisory Team will conduct risk assessments to determine eligibility for program funding. The Security Enhancement Advisory Team is led by Dave Dalal, a security professional and former member of the Winnipeg Police Service. With the assistance of local law enforcement and government experts in public safety, security infrastructure, threat assessments, information technology and crime prevention through environmental design, the Security Enhancement Advisory Team will engage and support organizations that have been the victim of hate-motivated incidents and provide proactive support to communities that are at-risk from hate motivated incidents.
The total budget for the Security Enhancement Fund is $1 million, and it is available on a first-come, first-served basis. Applicants are eligible for provincial funding of up to 50% of eligible project costs to the organization and can apply under two streams - Priority Assessment for those experiencing immediate need, or Canada Community Security Program Top Up for those that have already applied for federal support.

How to Apply
Organizations can apply by email to SecurityEnhancementFund@gov.mb.ca for one of two streams – Priority Assessment or Canada Community Security Program Top Up.
Priority Assessment
Organizations may apply for priority funding support if they have been the victim of a hate-motivated incident in the last six months or have been in proximity to a hate-motivated incident.
Organizations applying for priority assessment do not need to have purchased the security equipment or to have made the enhancement prior to applying. Under this stream, they can apply for either a grant based on estimated project costs or a contribution toward costs they have already incurred of up to 50% of the pre-tax amount.
Organizations applying for priority assessment will need to email the Priority Assessment Application Form to SecurityEnhancementFund@gov.mb.ca. The application form requires organizations to provide the following information:
- Organization legal name and incorporation information.
- Contact information for organization.
- Security Enhancement Proposal, including:
- Size and capacity of building/facility
- Current security equipment and safeguards at the building/facility
- Reason for security enhancement
- Nature and cost of security enhancement (including estimate, receipt, or invoice)
- Hate-motivated incident/crime information (with police report numbers if applicable)
Applicants will need to participate in a risk assessment supported by the Security Enhancement Advisory Team, which will decide on eligibility for funding. This risk assessment may include a phone call or meeting with the Security Enhancement Advisory Team.
If eligible for funding, the applicant will be required to submit direct deposit information for payment. The direct deposit information must match the name of the organization applying.
Canada Community Security Program Top Up
Organizations may apply for a top up after they have applied for and received funding from the federal Canada Community Security Program. Organizations must have purchased their security enhancement prior to applying. They will be eligible for a contribution of up to 50% of the pre-tax costs they have incurred.
Organizations applying under the Canada Community Security Program Top Up will need to email SecurityEnhancementFund@gov.mb.ca and provide the following information to support their application:
- Nature and cost of security enhancement.
- Copy of Canada Community Security Program application.
- Proof of approval for funding under the Canada Community Security Program.
- Organization legal name and incorporation information.
- Contact information for organization.
Applicants will need to participate in a provincial risk assessment by the Security Enhancement Advisory Team, which will decide on eligibility for funding. This risk assessment may include a phone call or meeting with the Security Enhancement Advisory Team.
Following the determination of eligibility, the applicant will be required to submit direct deposit banking information for payment. The direct deposit information must match the name of the organization applying.
